I dont know, it may be an easy way for CO to fill up a new Series 2 range with a new carded figure but without the new sculpt
I wouldnt rule anything out from CO - the guys who brought us the faceless granny and a neutral 9th Doctor that most said would never happen.
I do like this figure, I still want more Cybermen for him to lead. For some reason he just poses so well with that pointed figure

I got it AGES ago when it was £15 and the next week they were £10!!
